From 1982 to 1995 Legal Counsel of the International Air Transport Association (IATA), Geneva/Montreal, responsible for aviation law, competition/anti-trust law issues, and related legal issues.

From 1995 to 2004, Director of the Legal Bureau of the International Civil Aviation Organization (ICAO), Montreal. In charge of the modernization of the Warsaw Convention System on air carrier liability and the development of the Montreal Convention of 1999. Also in charge of the ICAO process in the development of the Capetown Convention of 2001, jointly with Unidroit.
 
From 2004 to 2010, Consultant to ICAO involved in a number of ICAO projects, including the establishment of the International Registry under the Capetown Convention. Since 2011, Senior Civil Aviation Policy and Management Adviser to ICAO.

Member of the Board, Institute of Air and Space Law Centre for Research, McGill University.  He has lectured and published widely and is a member of numerous professional associations.
